Solar panel grants in Cyprus: what the new scheme pays

Solar panel grants in Cyprus reopen on 20 October 2026 after nine months with nothing available. The budget is €20 million, it is first come first served, and the paperwork you need takes weeks to prepare.

Solar grant scheme in Cyprus are paid through the Εξοικονομώ – Αναβαθμίζω στις Κατοικίες scheme, which the Ministry of Energy, Commerce and Industry runs. Its third call was published on 30 September 2026 and it is the first scheme since the end of 2025 to pay anything towards home solar.

Read this before you plan anything

These are not grants for solar panels on their own. The scheme funds a whole-home energy upgrade, and solar is one part of it. To receive anything you must also insulate part of the house and cut its energy use by at least 60%. An application for panels and a battery alone will be rejected.

How much the solar panel grants pay

Grants are fixed amounts per kW and per kWh, not a percentage of your invoice. There are two rates, and the increased one more than doubles what you get for panels.

Which homes qualify for solar panel grants in Cyprus

Four rules do most of the filtering.

The house must pre-date 2008

It must have been connected to the electricity grid before 1 January 2008, or have had its planning or building permit application submitted before 21 December 2007. Newer houses are not eligible at all.

You must insulate, not only add panels

Every application needs at least one of: roof and floor insulation, wall insulation, or new windows and doors.

The house must use 60% less primary energy

Measured by an energy performance certificate before and after. This is why the scheme funds insulation, heating and solar together rather than any one of them.

Net metering systems are excluded

The guide is explicit that photovoltaic systems operating under net metering are not eligible investments. Since net metering closed to new connections at the end of 2025, this mainly affects anyone hoping to extend an older system.

Also required. The house must not belong to a company, must not be rented to a company, and must not be used for business for five years after the grant is paid. A house rented by one individual to another is fine if it is a long-term let for permanent residence. You may submit one application, for one house. You cannot claim for work already funded by an earlier call or another scheme.

Who gets the increased rate

The increased rate takes the solar grant from €450 to €1,000 per kW. On a 10 kW system that is the difference between €4,500 and €10,000. Four groups qualify.

  • Vulnerable consumers. The guide lists 22 categories. They include people receiving Minimum Guaranteed Income or Public Assistance, low-income pensioners, single-parent families, families with three or more children on child benefit, families with children under 18 and gross household income up to €19,500, and recipients of several disability and specific medical allowances. The application can be made by the person themselves or by a spouse, parent, child, sibling, grandparent, grandchild or legal guardian, and it must be the vulnerable person’s permanent home.
  • Houses in mountain areas. Decided purely by postcode. Check yours below.
  • Houses in refugee settlements. Where it is the applicant’s permanent home and the applicant or their spouse is a displaced person.
  • Apartment buildings upgrading together. Where the management committee applies for the whole building and at least five residential units are upgraded.

The ministry decides this strictly by postcode, taken from the address on your electricity bill. If your postcode is not on the list, the house does not count as a mountain area however high up it is.

What to do before 20 October

The money is fixed at €20 million and applications are handled in the order they arrive. The slow part is not the building work, it is the paperwork, and one piece of it has to exist before you can apply at all.

  1. Check the connection date
    Find an electricity bill and confirm the house was connected before 2008, or that the building permit was applied for before 21 December 2007. If neither is true, nothing else matters.
  2. Appoint a qualified energy assessor
    An Ειδικευμένος Εμπειρογνώμονας, from the Energy Service’s register of Specialised Experts. They issue the certificate and model what the upgrade will achieve. They cannot be a relative of yours within the fourth degree.
  3. Get the initial energy certificate issued
    It must be dated after 15 May 2026. An older certificate does not count.
  4. Agree the package
    Insulation plus solar plus whatever else reaches 60%. Your assessor models it, your installer prices it.
  5. Check your installer is on the register
    The scheme requires the solar system to be installed by a company listed on the Energy Service’s register of solar photovoltaic installers. A solar water heater has to come from the solar thermal register. Work by an unregistered installer is not funded.
  6. Gather the documents
    The full list is below. Title deeds in particular can take time if the deed is not yet in your name.
  7. Apply from 20 October
    Online only, through the ministry’s grant system at fundingapps.meci.gov.cy. Nothing is accepted on paper or by email.

Do not start work before the energy certificate is issued. Only work carried out after 15 May 2026 and after your initial certificate counts. You also must not have finished everything before you submit. Once approved you have twelve months to complete the job.

The energy certificate

An energy performance certificate, or ΠΕΑ, rates a building from A to H and can be issued only by an Ειδικευμένος Εμπειρογνώμονας — a Qualified Expert registered with the Energy Service. You need two of them: one before the work, which sets the baseline, and one after, which proves the 60% reduction. The grant is worked out from the difference.

An old certificate will not count

Certificates last ten years and one is issued on every sale and letting, so your house may well have one already. The scheme accepts only an initial certificate dated after 15 May 2026. Nothing else in the application can move until it exists, so this is the first call to make.

Before you hire an assessor, check the public register — the ministry publishes it as open data you can download in full — and confirm the registration is current and covers your category of building. They also cannot be related to you within the fourth degree.

The fee is a funded cost, at €3.75 per m² on the standard rate and €5 per m² on the increased rate, so €562.50 or €750 on a 150 m² house. You pay the assessor and claim it back with the rest of the work.

What you need to apply

Every applicant submits these:

  • Your latest electricity bill. If supply has been disconnected, EAC can issue a certificate instead showing the original connection date and consumption history.
  • Proof the house was connected before 1 January 2008. A certificate from your electricity supplier, or a copy of the building or planning permit, or official proof the permit application went in before 21 December 2007.
  • The title deed for the house or the plot. It cannot be in a company’s name. If you are not the owner, the owner’s written consent goes in as well. Where no deed exists yet, a stamped sale agreement plus the seller’s title and proof of deposit at the Land Registry will do, with extra evidence if the agreement is more than three years old.
  • The initial energy certificate as both PDF and NCT/ECO file, with the assessor’s recommendations and floor plans of every storey showing the zones as recorded.
  • The assessor’s standard declaration.

Three groups submit more. Vulnerable consumers applying through a relative need a community leader’s declaration confirming where the person lives, plus proof of the relationship. Refugee settlement applicants need a refugee identity card, confirmation the house is inside a settlement, and a community leader’s certificate. Apartment buildings need the committee’s minutes, a declaration signed by every owner, all the title deeds, all the electricity bills and written authority for the representative.

After you apply

Applications are assessed in submission order. If yours is approved you sign a public funding agreement and have twelve months to carry out the work. You then submit a payment claim with the final energy certificate and a detailed report from your assessor confirming the saving achieved. The ministry verifies the claim, and may inspect the house, before paying.

If your application is rejected or you are paid less than you claimed, you have 30 calendar days to appeal to the ministry’s appeals committee. After that there are a further 75 days to go to the Administrative Court. You must keep all the paperwork for five years, and keep the funded equipment in place for five years from final payment.

A missing document costs €500

The payment claim has to be complete when you send it. If something is missing, the ministry has to go through your file a second time, and you pay for that second look. You do not lose the grant — as long as the house still meets the criteria, the claim is still paid — but €500 comes off the amount.

So the €500 is what one forgotten document costs. Check the file against the list before you send it.

Your assessor’s record matters as well. Every time a claim goes back for re-examination, the ministry records which assessor signed the paperwork. Once an assessor has appeared on that list more than five times, the ministry stops accepting any certificate, document or declaration they have signed. Ask about this before you hire anyone.

If your application is rejected or you are paid less than you claimed, you have 30 calendar days to appeal to the ministry’s appeals committee. Is it worth it for the solar alone?

That depends on what the insulation costs you.

If the house needs insulation anyway, the arithmetic is good. A 10 kW system and a 4 kWh battery bring €7,380 at the standard rate, and the insulation and windows are paid at their own rates on top. If the house is already well insulated and you only want panels, this is probably not your route, because panels alone cannot be funded.

One limitation the grant does not solve. A battery capped at 4 kWh is smaller than most Cyprus households need for evening cover. You can fit a larger one and claim on the first 4 kWh, and the rest is your own money.

I already have solar. Can I claim just for a battery?
Not on its own. Every application needs an insulation or window measure and the 60% energy saving, and the battery grant is written as storage for the energy the photovoltaic system produces. Can I use the energy certificate I already have?

Only if it is dated after 15 May 2026. Certificates stay valid for ten years and one is issued whenever a house is sold or rented, so many owners already hold one, but an older certificate is not accepted for this scheme no matter how much of its ten years is left. You will need a new initial certificate from a Qualified Expert registered with the Energy Service.
